The notion of the four foundational principles for “data” — Findability, Accessibility, Interoperability, and Reusability or “FAIR” — was proposed by Wilkinson et al. in “The FAIR Guiding Principles for scientific data management and stewardship” and envisages a set of first principles for research communities with respect to the management and curation of scientific data. FAIR principles can be seen as a “cross-cutting” cyberinfrastructure element that has broad application for the entire data lifecycle model for NSF large facilities.
