Los impuestos son la fuente de contribuciones que más ingresos genera al Estado mexicano y tienen por objetivo solventar el gasto social y así cumplir con el fin de bienestar que debe gozar una población. Sin embargo, cuando estos se vuelven excesivos, reflejan un abuso para los ciudadanos y es muy difícil que la población se sienta cómoda de contribuir al gasto público, máxime si el destino de ellos se utiliza en programas con fines electorales para permanecer en el poder ciertos políticos, dándole un fin diverso a estos ingresos impactando en una baja recaudación y que esto no genere el cumplimiento de fin del Estado.
