Abstract
This work aims to develop a proposal for an action plan applicable to Higher Education Libraries, regarding the implementation and support of citizen science projects in their scientific and surrounding communities. The intention is to frame how libraries can act to foster the creation of citizen science (CS) projects, support their development in the research centers (RC) of their institutions and accompany participants during all phases of the project, through the provision of tools and specialized services. The proposal falls on six topics - knowing, sensitizing, training, collaborating, planning, and implementing - that start from the characterization and knowledge of the community in general (in the geographic areas around the institutions) and go through the awareness and training of participants in matters of open science and CS, for the establishment of partnerships between libraries and RC, and end in the phase of planning, implementation, and monitoring of projects. Libraries are expected to assume their role as mediators and facilitators of resources and services, and to position themselves within the RC and society, as active elements in all phases of the knowledge production cycle.
