En la entidad veracruzana se cuenta con universidades que tienen un rol activo en la vinculación con los ayuntamientos, por lo tanto, es prioritario identificar cómo dichas instituciones fortalecen al municipio y así reproducir una propuesta que incida en una mejor atención a la ciudadanía. Esto es viable, dado que se presentan limitaciones respecto a la disponibilidad de publicaciones que estudien la vinculación municipal con universidades privadas en Veracruz. Por ello, se llevó a cabo una investigación con enfoque cualitativo y una revisión sistemática, con criterios de inclusión y exclusión en lo que corresponde con contextos sociales, demográficos y geográficos en común, con criterios que se relacionan con el rigor metodológico y con resultados que permiten fiabilidad y reproducibilidad. A partir de este método, se identificaron los sesgos que se presentan al formular la agenda municipalista (es decir, para el fortalecimiento municipal), cómo es la prevalencia de ciertos actores, así como la pluralidad y diversidad de estos. Se concluye que se requiere de una propuesta específica con ejes y estrategias a realizar conforme a las atribuciones legales del municipio.

In the state of Veracruz, we have universities with an active role in the academic connection with the municipal governments, for this, it is important to identify what makes these institutions for strength the municipalities and then improve the attention for the citizenship. It is possible because we have limitations on publications that studing the phenome of academic connection between the private universities. For this, it developed and qualitative investigation and systematic revision, with inclusion and exclusion criteria in the social contexts, demographic and geographic in common. Also it considered criteria that links the methodological rigorous and with this results allows a liability and reproducibility. From this method it has identified the limitations that presents to make the municipalism (to municipal strengthening) agenda with prevalence of some actors, that includes the diversity and plurality. It concluded that there was a need for a specific proposal that included alternatives to be put in action since the legal attributions of the municipal administration.
