Warning Value Chain Questionnaire and Guide

Abstract

The Warning Value Chain Questionnaire collects case study information on the end-to-end production and flow of information and decision making along the warning value chain from observations, to hazard forecasting, warning communication and response during a natural hazard event. It is designed to record information about a high impact weather event but can also be used for hydrological, geohazard, or other types of events. This questionnaire is free for anyone to use for any purpose. If you decide to share your completed case study with the World Weather Research Program (WWRP) Warning Value Chain Project, please reach out to valuechain@bom.gov.au. By doing so you will: add to a global database of hazardous events with rich information covering the many components of the warning value chain, enable case studies and cross-cutting analysis of end-to-end warning value chains, from simple to complex, to understand effective practices, support the value cycle of review and learning from past events to identify improvements that would enhance future warnings. The guide provides detailed descriptions of the information requested in the Warning Value Chain Questionnaire for high impact natural hazard events. The rapid assessment tool contains a subset of the questions in the questionnaire and may help: when there is not time to complete a full questionnaire, for storing perishable and/or key information until a time comes to complete a full questionnaire, for presenting key results from a fully completed questionnaire.
