12 Jahre regionales Siedlungsflächen- Monitoring in Ostwürttemberg – (K)ein Erfolgsmodell?

Abstract

Nach 12 Jahren Siedlungsflächenmonitoring in Ostwürttemberg lautet ein erstes ernüchterndes Fazit: Die Baulücken in der Region haben im Zeitraum von 2011 bis2023 um 50 ha abgenommen, ein Minus von gerade mal 10 %. Aber waren die Kommunen wirklich so inaktiv? Ein Blick „hinter die Kulissen“ zeigt: Nein, waren sienicht. Die Betrachtung der absoluten Zahlen ist irreführend, da sie nicht die tatsächliche Reduktion darstellt. Aussagekräftiger ist es, die Veränderung einzelnerFlächen zu beleuchten. Die Basis dieser detaillierten räumlichen Auswertung bilden die seit 2011 alle drei Jahre stattfindenden Erhebungsgespräche zu Siedlungsflächenreserven mit allen Städten und Gemeinden der Region Ostwürttemberg nach einem einheitlichen Schema. Damit ist es möglich die tatsächliche Mobilisierung von Baulücken, Innenentwicklungsflächen und Außenreserven je Gemeinde zu bilanzieren und zu quantitativen und qualitativen Merkmalen ins Verhältnis zu setzen.
