Impact efficiency of trade agreements on Vietnam’s rice export

Abstract

Este documento realizó una evaluación en profundidad sobre la eficiencia de los impactos de los acuerdos comerciales en las exportaciones de arroz durante el período de 2000 a 2015. Con base en los datos secundarios publicados por la Oficina General de Estadística de Vietnam y el Banco Mundial, el estudio empleó un modelo de gravedad límite aleatorio para cuantificar la capacidad de Vietnam para explotar el potencial de exportación de arroz cuando participa en acuerdos comerciales, o en otras palabras, para estimar la ineficiencia en la operación de las actividades de exportación de arroz de Vietnam bajo el impacto de los acuerdos comerciales. Los resultados muestran que las actividades de exportación de arroz no han promovido bien (a un nivel bajo) el impacto de los acuerdos comerciales en los que Vietnam ha participado y no todos los acuerdos comerciales tienen una tendencia a aumentar la capacidad de explotar el potencial de exportación de arroz. Desde entonces, este estudio proporciona algunas recomendaciones para mejorar el impacto de los acuerdos comerciales en las exportaciones de arroz en países en desarrollo, incluido Vietnam.

Ce document a mené une évaluation approfondie de l'efficacité des impacts des accords commerciaux sur les exportations de riz au cours de la période allant de 2000 à 2015. Sur la base des données secondaires publiées par le Bureau général des statistiques du Vietnam et la Banque mondiale, l'étude a utilisé un modèle aléatoire de gravité limite pour quantifier la capacité du Vietnam à exploiter le potentiel d'exportation de riz lors de la participation à des accords commerciaux, ou en d'autres termes, pour estimer l'inefficacité du fonctionnement des activités d'exportation de riz du Vietnam sous l'impact des accords commerciaux. Les résultats montrent que les activités d'exportation de riz n'ont pas bien favorisé (à un faible niveau) l'impact des accords commerciaux auxquels le Vietnam a participé et que tous les accords commerciaux n'ont pas tendance à augmenter la capacité d'exploiter le potentiel d'exportation de riz. Depuis lors, cette étude fournit quelques recommandations pour améliorer l'impact des accords commerciaux sur les exportations de riz dans les pays en développement, y compris le Vietnam.

This paper conducted an in-depth assessment on the efficiency of the impacts of trade agreements on rice exports during the period from 2000 to 2015.Based on the secondary data published by the General Statistics Office of Vietnam and the World Bank, the study employed random boundary gravity model to quantify the capacity of Vietnam to exploit rice export potential when participating in trade agreements, or in other words, to estimate the inefficiency in operation of rice export activities of Vietnam under the impact of trade agreements.The results show that rice export activities have not promoted well (at a low level) the impact of the trade agreements that Vietnam has participated in and not all trade agreements have a trend to increase the capacity to exploit rice export potential.Since then, this study provides some recommendations to improve the impact of trade agreements on rice exports in developing countries including Vietnam.

أجرت هذه الورقة تقييمًا متعمقًا لكفاءة تأثيرات الاتفاقيات التجارية على صادرات الأرز خلال الفترة من 2000 إلى 2015. استنادًا إلى البيانات الثانوية التي نشرها مكتب الإحصاء العام في فيتنام والبنك الدولي، استخدمت الدراسة نموذج جاذبية الحدود العشوائية لقياس قدرة فيتنام على استغلال إمكانات تصدير الأرز عند المشاركة في الاتفاقيات التجارية، أو بعبارة أخرى، لتقدير عدم كفاءة تشغيل أنشطة تصدير الأرز في فيتنام تحت تأثير الاتفاقيات التجارية. تظهر النتائج أن أنشطة تصدير الأرز لم تعزز بشكل جيد (على مستوى منخفض) تأثير الاتفاقيات التجارية التي شاركت فيها فيتنام وليس لدى جميع الاتفاقيات التجارية اتجاه لزيادة القدرة على استغلال إمكانات تصدير الأرز. منذ ذلك الحين، تقدم هذه الدراسة بعض التوصيات لتحسين تأثير الاتفاقيات التجارية على صادرات الأرز في البلدان النامية بما في ذلك فيتنام.
