Le rôle des Communautés autonomes dans le modèle contemporain d’intégration des immigrants en Espagne : variabilité de réalisation

Abstract

Suite au Pacte européen sur l’immigration et l’asile de 2008, l’Espagne en tant que pays de destination, à l’instar d’autres pays européens, s’est attachée à élaborer son propre modèle d’intégration. Bien qu’il n’existe pas de contrat d’intégration obligatoire, la loi de 2009 relative à l’immigration et son décret d’application, adopté en 2011, ont conduit à la mise en place d’un système basé sur l’élaboration de rapports par les Communautés autonomes visant à mesurer « l’effort d’intégration » des immigrants. La portée de cet instrument administratif hétérogène peut être déterminante pour définir le degré d’intégration lors du renouvellement d’un titre de séjour et lors des demandes de regroupement familial, comme le démontrent les observations de terrain.
