Exchange Rate Regimes and Equilibrium Exchange Rates in East Asia

Abstract

L’evaluation de taux de change d’equilibre des monnaies des trois grands pays d’Asie de l’Est (japon, Chine, Coree) est effectuee selon la methode du feer de Williamson [1994]. Elle permet d’eclaircir les problemes de cooperation monetaire regionale, qui ont acquis une importance accrue apres la crise financiere de 1997-1998. Le yuan chinois est devenu sous-evalue pendant la deuxieme partie des annees 1990, ce qui peut expliquer sa resistance face a la crise asiatique. Le yen est devenu marque par surevaluation contre le yuan chinois depuis 1995 et contre le won coreen depuis 1998. Quant au won coreen, une surevaluation est apparue avant la crise asiatique, suivie par une sous-evaluation comparee au dollar et au yen. La persistance des desalignements de ces trois devises souligne le besoin de cooperation regionale. Les taux de change d’equilibre estimes seraient utiles pour definir des grilles de parite au moment du lancement des nouveau regimes de change envisageables (ancrage sur un panier commun, yen bloc, acu).
