Abstract

Penelitian ini bertujuan untuk mengetahui kinerja aparatur pemerintah dalam penyelenggaraan pemerintah daerah, mengetahui bagaimana kedisiplinan aparatur pemerintah, serta mengetahui faktor apakah yang mempengaruhi kinerja aparatur pemerintah Bappelitbangda Provinsi Sulawesi Selatan dalam penyelenggaraan pemerintahan daerah. Penelitian ini merupakan jenis penelitian kualitatif. Objek dalam penelitian ini adalah Bappelitbangda Provinsi Sulawesi Selatan. Dan subjek dalam penelitian ini adalah Pegawai Bappelitbangda Provinsi Sulawesi Selatan. Metode pengumpulan data dalam penelitian ini wawancara, dokumentasi, dan observasi. Hasil penelitian menunjukkan bahwa capaian kinerja Bappelitbangda Provinsi Sulawesi Selatan tahun 2018 sampai tahun 2023 (terbukti dari data dokumen, observasi dan wawancara yang telah peneliti lakukan), dapat disimpulkan secara keseluruhan capaian kinerja Sangat Memuaskan, karena sudah melebihi target capaian. Untuk Kedisiplinan, hampir seluruh bagian/bidang di Bappelitbangda menjelaskan bahwa kedisiplinan sudah cukup baik di lingkup Bappelitbangda, penerapan absensi 3 kali sehari sudah terealisasi dengan baik, hal ini pun dikontrol lewat aplikasi e-kinerja. Pimpinan juga mempraktikkan dengan tegas. Faktor-faktor yang mempengaruhi kinerja pada Bappelitbangda Provinsi Sulawesi Selatan antara lain: Kualitas SDM yang memadai, memiliki komitmen dan motivasi untuk melakukan tugas dan fungsi secara maksimal, komitmen pimpinan/ para pemangku kebijakan di daerah terhadap program, mengembangkan peran e-planning guna menjadi sistem yang dapat menjadi instrument pendukung untuk meningkatkan kinerja perencanaan pembangunan daerah, telah terintegrasi sistem perencanaan, anggaran dan evaluasi pembangunan daerah, tersedianya Standar Operasional Prosedur (SOP). Faktor Penghambat Kinerja Pegawai adalah terjadinya recofussing anggaran sebagai dampak dari penanganan pandemic covid 19, perubahan Peraturan di tingkat pusat sehingga memerlukan beberapa penyesuaian, keterlambatan OPD/ Unit Kerja dalam menyusun dan melakukan penginputan Evaluasi Rencana Kerja (Renja), terlambatnya pengesahan anggaran OPD dan revisi anggaran, belum adanya komitmen yang kuat bagi pelaksana kegiatan, pengendalian dan evaluasi yang dilakukan setiap triwulan belum sesuai seperti yang diharapkan.. Sedangkan Upaya/strategi yang perlu dilakukan oleh Bappelitbangda Provinsi Sulawesi Selatan adalah Komitmen yang tegas dalam pelaksanaan evaluasi Renja dan Renstra yang sesuai ketentuan, membuat jadwal pra penyusunan Evaluasi Renja selambat-lambatnya 3 pekan pertama, meningkatkan evaluasi program dan kegiatan yang capaian kinerjanya rendah, perlu perbaikan dokumen perencanaan dalam pencapaian target kinerja program yang akan direncanakan. This study aims to determine the performance of the Government Apparatus in the administration of the Regional Government, to find out how the Discipline of the Government Apparatuses is, and to find out what factors influence the performance of the Government Apparatuses of Bappelitbangda of South Sulawesi Province in the Implementation of Regional Government. This research is a type of qualitative research. The object of this research is Bappelitbangda of South Sulawesi Province. And the subjects in this study were Bappelitbangda South Sulawesi Province employees. Data collection methods in this study were interviews, documentation, and observation. The results of the study show that the performance achievements of Bappelitbangda of South Sulawesi Province from 2018 to 2023 (as evidenced by the document data, observations, and interviews that researchers have conducted), it can be concluded that overall the performance achievements are very satisfactory because they have exceeded the achievement targets. For Discipline, almost all divisions/fields in Bappelitbangda explain that DisciplineDiscipline is good enough within Bappelitbangda, implementation of attendance 3 times a day has been well realized, and this is also controlled through e-performance applications. Leaders also practice firmly. Factors that influence performance at Bappelitbangda South Sulawesi Province include Adequate quality of human resources, commitment and motivation to carry out tasks and functions optimally, a commitment of leaders/stakeholders in the region to the program, developing the role of e-planning to become a system that can be a supporting instrument for improving the performance of regional development planning, integrated planning, budgeting and evaluation systems for regional development, and availability of Standard Operating Procedures (SOP). Factors inhibiting Employee Performance are budget confusion as a result of handling the Covid-19 pandemic, changes to regulations at the central level that require some adjustments, delays in OPD/Work Units in compiling and inputting Work Plan Evaluation (Renja), delays in ratifying OPD budgets and budget revisions, there is no strong commitment to implementing activities, control, and evaluation which is carried out every quarter is not as expected. Meanwhile, the efforts/strategies that need to be carried out by Bappelitbangda of South Sulawesi Province are a firm commitment to implementing the Renja and Strategic Plan evaluation according to the provisions, making a schedule for preparing the Renja Evaluation no later than the first 3 weeks, improve the evaluation of programs and activities with low-performance achievements, need to improve planning documents in achieving the planned program performance targets.
