Abstract

Le gros livre que M. Poblete Thoncoso consacre au problème de la sous-consommation en Amérique du Sud aborde un problème d'intérêt évident. Il ne prouve guère au lecteur, malheureusement, que les difficultés de l'étude. Veut-il citer le pourcentage de la population active dans les pays envisagés? Certains chiffres datent de 1912, de 1919, de 1940 pour les plus récents. Or, de 1940 à 1944, ce pourcentage, aux États-Unis et au Canada, est passé des environs de 40 aux environs de 60 I Que s'est-il passé, pendant ces années, dans cette Amérique du Sud, dont on nous dit, en conclusion, qu'elle s'est « industrialisée à un rythme extraordinaire »? Les enquêtes-utilisées, ni par leurs dates, ni par leurs méthodes, ni par leur valeur (la meilleure est de beaucoup celle sur l'Uru- ,guay, de M. Graña), ne permettent de sûres comparaisons.
