Abstract

The purpose of this research is to determine the opinions of the administrators about the police officers assigned as "School Police" from the law enforcement officers of the Ministry of Interior, to determine the feelings of being a "School Police" in charge at the school, the contributions of this new application and the expectations from the school police. The study group of the research consists of school administrators working in official basic education and secondary education institutions (middle school, high school) in the 2nd term of the 2018-2019 academic year and the 1st term of the 2019-2020 academic year, who were assigned the "School Police" in the district of Bağcılar, Istanbul. (school principal, vice principal). This research was designed in a qualitative research approach. The data of this research were obtained by using semi-structured interview method. The semi-structured interview form created by the researcher was hand-delivered to the study group. School administrators expressed their opinions in writing. The data obtained as a result of the research were analyzed using inductive analysis, one of the content analysis types. In line with the opinions of school administrators regarding the “School Police” practice, “the feeling of trust is established at the maximum level in those affected, there is a decrease in disciplinary and criminal activities”; It was concluded that the highest expectations from the school police were "To show themselves at the school entrance-exit gate and around the school, to prevent waiting and groupings", "To take preventive measures to prevent possible violence against teachers and students and the occurrence of crime".

Bu araştırmanın amacı, İçişleri Bakanlığı kolluk kuvvetlerinden “Okul Polisi” olarak görevlendirilen polislere ilişkin yönetici görüşlerini belirlemek, okulda görevli bir “Okul Polisi” olmasının hissettirdiklerini, bu yeni uygulamanın sağladığı katkıları ve okul polisinden beklentileri tespit etmektir. Araştırmanın çalışma grubunu, 2018-2019 eğitim-öğretim yılının 2. Dönemi ile 2019-2020 eğitim-öğretim yılı 1. Döneminde İstanbul ili Bağcılar ilçesinde bulunan “Okul Polisi” görevlendirilmiş resmi temel eğitim ve ortaöğretim kurumlarında (ortaokul, lise) görev yapan okul yöneticileri (okul müdürü, müdür yardımcısı) oluşturmaktadır. Bu araştırma, nitel araştırma yaklaşımında kurgulanmıştır. Bu araştırmaya ait veriler yarı yapılandırılmış görüşme yöntemi kullanılarak elde edilmiştir. Araştırmacı tarafından oluşturulan yarı yapılandırılmış görüşme formu çalışma grubuna elden dağıtılmıştır. Okul yöneticileri görüşlerini yazılı olarak belirtmişlerdir. Araştırma sonucunda elde edilen veriler, içerik analizi türlerinden tümevarımcı analiz kullanılarak analiz edilmiştir. “Okul Polisi” uygulamasına ilişkin okul yöneticilerinin görüşleri doğrultusunda “etkilenenlerde güven hissinin maksimum düzeyde tesis edildiği, disiplin ve suç işleme olaylarında azalma olduğu”; okul polislerinden en çok beklentinin ise “Okul giriş-çıkış kapısı ve okul çevresinde kendilerini göstermeleri, bekleme ve gruplaşmalara engel olmaları”, “Öğretmen ve öğrencilere dönük muhtemel şiddet olaylarını ve suçun oluşumunu engelleyecek önleyici tedbirleri almaları” olduğu sonucuna ulaşılmıştır
