Abstract

Die vorliegende Arbeit beschäftigt sich mit der Frage welchen Stellenwert Menschen mit Behinderungen für die Politik in Österreich haben und inwiefern barrierefreies Bauen das Stadtbild in Österreich, im speziellen Wien geprägt hat. Menschen mit Behinderungen treffen im Alltag auf unzählige Barrieren. Neben den Diskriminierungen im Alltag, im Berufsleben oder in der Freizeit, sind es vor allem bauliche Barrieren die ein selbstbestimmtes und eigenständiges Leben von Menschen mit Behinderungen verhindern. Durch bauliche Barrieren können Menschen mit Behinderungen nicht gleichermaßen am öffentlichen Leben teilhaben, wie Menschen ohne Behinderungen. „Nichts über uns ohne uns“ lautet der Ausspruch von BehindertenvertreterInnen und macht auf das Mitspracherecht von Menschen mit Behinderungen bei Entscheidungsprozessen aufmerksam. Ist es notwendig, dass Politik für Menschen mit Behinderungen von Menschen mit Behinderungen gemacht wird? Ist eine Behinderung das individuelle Problem eines Menschen und muss diese in weiterer Folge auch von dem Betroffenen selbst bewältigt werden oder ergibt sich die Behinderung erst überhaupt durch das Umfeld? Wird Behinderung hergestellt, produziert und konstruiert? Neben einer theoretischen Auseinandersetzung mit dem Thema Behinderung, beschäftigt sich die vorliegende Arbeit mit den Forderungen, Maßnahmen und Gesetzen im Bereich der Behindertenpolitik. Eine Zeittafel soll einen Überblick über die Entwicklungen in der Behindertenpolitik in den letzten Jahrzehnten geben. Anhand von Interviews mit VertreterInnen der politischen Parteien sollen die Forderungen, Maßnahmen und Kritikpunkte der Parteien zusammengefasst werden.

The present work deals with the question which role people with disabilities have for policy in Austria and how barrier-free building has formed the cityscape, in particular in Vienna. With everyday, people with disabilities are effected by endless barriers. In addition to the daily discrimination either at work or at free time, they are mainly structural barriers which prevent a self-determined and independent life from people with disabilities. Through the structural barriers people with disabilities are not able to take an active part in daily life than people without disabilities. "Nothing about us without us" is the statement of representatives of disability policy and points out the voice of people with disabilities in decision making process. Is it really necessary that policy for people with disabilities is made by people with disabilities? Is a disability the individual problem by itself? Does this require that the aggrieved party has to deal with it by him or herself on its own? Could it be that the environment leads to a disability? What leads to the question, if disability is made, produced and designed? Next to a theoretical discussion about the issue of disability, the present work deals with the requirements, policies and laws in the field of policy with regard to citizens with disabilities. A time table gives an overview of the development of disabled persons' affairs in the past. Based on interviews with representatives of political parties, the claims, requirements and criticisms of the parties will be summarized.
