Abstract

El presente trabajo realiza una caracterización inicial del campo de la cooperación internacional y la ayuda oficial al desarrollo (AOD) recibida por Costa Rica en materia de ciencia, la tecnología y la innovación (CTI), bajo una mirada longitudinal. En primera instancia, se construye una base de datos a partir de registros oficiales sobre la gestión de fondos de financiamiento para identificar el valor de la dimensión declarativa (explícita) de los proyectos de cooperación, en un segundo momento se identifica las tendencias en la promoción, ejecución y perfil de captación de proyectos en materia de CTI en el país, a través de la reconstrucción de una red de actores internacionales-estratégicos involucrados en los flujos de cooperación bajo la modalidad norte-sur, para el periodo 2010-2022. Los resultados del estudio permiten concluir que existen cuatro entidades con especial protagonismo para los flujos de cooperación hacia Costa Rica: dos agencias nacionales de cooperación asiáticas (Japón y Corea), una institución financiera regional (BID) y un organismo internacional (OIEA). Durante la última década, estos actores han apoyado proyectos que predominantemente tienen que ver con los campos de la gestión institucional del Sistema Nacional de Innovación (SIN) y el campo de CTI, así como el impulso al área de las TIC.Abstract: This paper makes an initial characterization of the field of international cooperation and official development assistance (ODA) received by Costa Rica in the field of science, technology and innovation (STI), under a longitudinal view. In the first instance, a database is built from official records on the management of financing funds to identify the value of the declarative (explicit) dimension of cooperation projects, in a second moment trends in the promotion, execution and profile of attracting STI projects in the country, through the reconstruction of a network of international-strategic actors involved in cooperation flows under the North-South modality, for the period 2010-2022. The results of the study allow us to conclude that there are four entities with a special role in cooperation flows to Costa Rica: two Asian national cooperation agencies (Japan and Korea), a regional financial institution (IDB) and an international organization (IAEA). During the last decade, these actors have supported projects that predominantly have to do with the fields of institutional management of the National Innovation System (SNI) and the ICT field, as well as the promotion of the ICT area.Keywords: official development Assistance; science and Technology; international cooperation; Costa Rica; science policies.Résumé : Cet article fait une première caractérisation du domaine de la coopération internationale et de l’aide publique au développement (APD) reçue par Costa Rica dans le domaine de la science, de la technologie et de l’innovation (STI), sous une perspective longitudinale. Dans un premier temps, une base de données est construite à partir des registres officiels sur la gestion des fonds de financement pour identifier la valeur de la dimension déclarative (explicite) des projets de coopération, dans un second temps les tendances dans la promotion, l’exécution et le profil d’attractivité des projets sti en le pays, à travers la reconstruction d’un réseau d’acteurs stratégiques internationaux impliqués dans les flux de coopération sous la modalité Nord-Sud, pour la période 2010-2022. Les résultats de l’étude nous permettent de conclure qu’il existe quatre entités jouant un rôle particulier dans les flux de coopération vers Costa Rica : deux agences nationales de coopération asiatiques (Japon et Corée), une institution financière régionale (BID) et une organisation internationale (AIEA). Au cours de la dernière décennie, ces acteurs ont soutenu des projets qui concernent principalement les domaines de la gestion institutionnelle du Système National d’Innovation (SNI) et du domaine cti, ainsi que la promotion du domaine des tic .Mot-clés : assistance de développement officiel; science et technologie ; coopération internationale ; Costa Rica ; politiques scientifiques.
