Gobernanza y seguridad de los Global Commons contemporáneos

Abstract

Los cuatro Global Commons establecidos por el derecho internacional, conocidos según Naciones Unidas (s.f.) como: “la altamar, la atmósfera, la Antártida y el espacio exterior” (p. 48), son los recursos globales sobre los cuales ningún Estado o nación en particular puede exigir soberanía o dominio, aunque sí son de interés supranacional; por esta razón, su gobernanza ha sido objeto de acción en las agendas internacionales de gran parte de los Estados. Colombia, a pesar de haber tenido grandes avances en búsqueda de un mejor posicionamiento a nivel mundial, aún enfrenta desafíos que le exigen incluir en su agenda internacional acciones significativas en términos de desarrollo sostenible, gestión y protección del medio ambiente e investigación científica. El presente artículo pretende evidenciar la importancia de la Antártida, vista como un fenómeno de supervivencia para Colombia en el contexto de las relaciones internacionales. Para ello, se abordará un paradigma crítico-propositivo como medio para identificar, interpretar, analizar, concebir y comprender las amenazas, así como los retos y oportunidades frente a la participación de Colombia en estos modelosde gobernanza global, en donde la Antártida se configura como punto de convergencia entre ellos.
