
In a discussion of Europe’s foreign cultural relations, one must inevitably examine EU cooperation with developing countries. The European Union as a whole is the biggest official source of development aid in the world, providing more than half of the global budget for development. Although culture has been a “hidden component” of development policy both in the EU and internationally for decades, it is worth taking a closer look at the field of “culture and development,” since the EU has been increasingly active here for several years, especially in the ACP countries.
