Abstract
<jats:p>Electricity and heat are a commodity, the parameters of which are initially determined, therefore, it can be assumed that consumer behavior in the context of choosing a source of energy supply will be largely determined by the price of energy resources. However, when analyzing consumer behavior when making operational and investment decisions, it should be borne in mind that the current tariffs are distorted by the presence of cross-subsidization.</jats:p>
