Seçim İttifakı Sisteminin 2018 Milletvekili Genel Seçimine Etkileri

Abstract

Seçim sistemleri, kullanılan oyların parlamentolarda sandalyeye dönüştürülmesinde kilit rol oynamaktadır. Buradan hareketle, seçim sisteminde yaşanan bir değişiklik, aynı zamanda parlamento kompozisyonuna da etki edecektir. Bu çalışmanın amacı, Türkiye’de 24 Haziran 2018 Milletvekili Genel Seçiminde ilk kez uygulanan “Seçim İttifakı Sistemi”nin parlamentodaki sandal-ye dağılımına etkisini ortaya koymaktır. Söz konusu etki, 2018’de seçim çevrelerinde kullanılan oyların 7102 Sayılı Kanun öncesindeki seçim sistemiyle (ülke barajlı / ittifak-sız d’Hondt) sandalyeye dönüştürülmesi ve elde edilen verilerin mevcut kompozisyonla karşılaştırılması suretiyle ölçülmüştür.
