This study deals with the riots which took place initially in Herzegovina (Bosnia- Herzegovina), within the borders of the Ottoman Empire. Viewed within the context of the political vacuum and opportunities that took place due to the Ottoman Empire’s indifference to these riots and other neighbouring countries’ support to the riots, this essay is mainly concerned with Bismarck’s dictum and initiative to split up particularly the lands of Austria Hungary and Russia and the Ottoman Empire.
