Effektiver Umgang mit Desinformation

Abstract

Desinformation gibt es überall auf der Welt. In diesem vergleichenden Bericht analysieren wir Gemeinsamkeiten und Unterschiede auf Basis einer 6-teiligen Forschungsreihe, die das Upgrade Democracy Team zwischen 2023-2024 unter dem Thema “Demokratie stärken, Desinformation begegnen” beauftragt und betreut hat. Wir vergleichen die variierenden Informationsökosysteme; die Verursacher:innen von Desinformation und die von ihnen genutzten Themen; Protagonist:innen im Umgang mit Desinformation; sowie die Rolle staatlicher Institutionen und technologischer Entwicklungen in diesem Feld. In unserer Analyse zeigt sich u.a. die ambivalente Rolle des Staates, der in manchen Regionen versucht, die Resilienz der Informationssysteme zu stärken und in anderen selbst als Multiplikator von Desinformation agiert. Darüber hinaus verweisen wir auf den Einfluss Künstlicher Intelligenz auf Wahlen, die Rolle von Zero-Rating sowie ein wachsendes Geschäftsmodell von Desinformationskampagnen. Vor diesem Hintergrund betonen wir die Bedeutung einer starken Zivilgesellschaft sowie einer robusten Regulierung digitaler Plattformen, die Transparenz, Offenheit und Teilhabe stärkt.
