The reaction pi + N yields 2 pi + N is discussed. The production process is assumed to take place mainly via pi - pi interactions, which are studied using an extrapolation formula (G. F. Chew and F. E. Low, Phys. Rev., 113: 1640 (1959)). A program giving a consistent explanation to the process at 0.3 to 1.5 Bev is presented.
