
Most Interior Gateway Protocols that use dynamic metrics for cost, such as time delay or utilization rate, suffer from instability problems; and that's why most IGPs use static metrics for cost. However, with static metrics, real-time network traffic situation cannot be detected, so that better path solutions cannot be selected. In this paper, we discuss the way to overcome the instability problem and introduce the revised OSPF protocol, which use a combination of averaged time delay, the oscillation rate of the delay, and the bandwidth as the metrics. As shown in the simulation result, our protocol selects a better path with less time delay, and overcomes the instability problem. What's more, it can not only select a path of less transmission delay, but also balance the traffic load of the network. In addition, it gives the router the ability to adjust when network conditions change.
