
Ground clutter is a factor which limits radar ability to detect low-flying targets. A new physical model is proposed from which the global statistics of the clutter are derived. The observed specific clutter of the ground for this model is shown to follow a Weibull distribution with spread parameter equal to /spl radic/5. This result is shown to agree well with actual measured data.
