Performance prediction for time difference of arrival (TDOA) systems that rely on standard covariance methods exhibit poor correlation with simulated results. A superior metric (TDOA dilution of precision (DOP)) is derived. DOP is familiar to Global Positioning System (GPS) users and, although the equations governing TDOA DOP are quite different, application of the concept is identical.
