The article outlines the criteria for assessing the effectiveness of goal-setting in administrative and legal regulation within the sphere of mobilization training and mobilization during a special period. It is noted that the criteria for the effectiveness of the goal-setting mechanism of administrative law norms in this area should be understood as established measures for evaluating the studied object through quantitative and qualitative indicators, which allow for determining the degree of achievement of the legislative objectives. It is substantiated that, within the field of mobilization training and mobilization during a special period, such criteria may include functional criteria, which enable the assessment of the completeness and correctness of the legislator’s definition of the goals of administrative and legal regulation in the field of mobilization activities. Important aspects include the precision of formulating the tasks of mobilization training and mobilization and their correspondence to the actual conditions of the special period. Social criteria reflect the level of realization of citizens’ rights and freedoms within the framework of mobilization legal relations and the accessibility of administrative procedures (for example, procedures for deferment, mobilization exemption, and military registration). Quantitative indicators may include the number of successfully processed requests related to mobilization procedures, the rate of appeals against administrative decisions, and the level of public trust towards territorial recruitment and social support centers; qualitative indicators include the simplicity of procedures, transparency of decision-making processes, and the safeguarding of human rights during mobilization activities. Economic criteria demonstrate the ability of administrative law norms to lay the foundation for the rational use of budgetary and other resources in the field of mobilization training. Relevant indicators include the volume of financing for mobilization activities, the efficiency of material resource use, and the ratio of expenditures to achieved results in ensuring defense readiness. Political criteria allow for assessing the extent to which the goal-setting mechanism of administrative law norms contributes to the achievement of national objectives, strengthening national security, and fulfilling Ukraine’s internal and external obligations in the defense sphere. Important indicators are the alignment of mobilization measures with the priorities of national security policy and the ability to ensure the defense capacity of the state even in crisis conditions. Other criteria, such as ideological ones, may also be considered, taking into account the capacity of mobilization training to consolidate society around the values of protecting statehood and territorial integrity.

У статті окреслено критерії ефективності цілепокладання адміністративно-правового регулювання у сфері мобілізаційної підготовки та мобілізації в особливий період. Відзначено, що під критеріями ефективності механізму цілепокладання норм адміністративного права у цій сфері слід розуміти встановлені мірила оцінювання досліджуваного об’єкта через показники кількісного та якісного характеру, які дозволяють визначити ступінь досягнення поставлених законодавчих цілей. Обґрунтовано, що у сфері мобілізаційної підготовки та мобілізації в особливий період такими критеріями можуть виступати: функціональні критерії – дають змогу оцінити повноту та правильність визначення законодавцем цілей адміністративно-правового регулювання у сфері мобілізаційної діяльності. Важливими аспектами є точність формулювання завдань мобілізаційної підготовки та мобілізації та їх відповідність реальним умовам особливого періоду; соціальні критерії – відображають рівень реалізації прав і свобод громадян у сфері мобілізаційних правовідносин, доступність адміністративних процедур (наприклад, процедури бронювання, надання відстрочки від мобілізації, оформлення військового обліку). Кількісними показниками можуть бути кількість задоволених звернень щодо мобілізаційних процедур, рівень оскарження адміністративних рішень, рівень довіри населення до центрів комплектування та соціальної підтримки; якісними – простота процедур, прозорість ухвалення рішень, забезпечення захисту прав людини під час мобілізаційних заходів; економічні критерії – демонструють здатність норм адміністративного права закладати підвалини для раціонального використання бюджетних та інших ресурсів у сфері мобілізаційної підготовки. До показників належать обсяги фінансування мобілізаційних заходів, ефективність використання матеріальних ресурсів, співвідношення витрат і досягнутих результатів у забезпеченні готовності до оборони; політичні критерії – дозволяють оцінити, наскільки механізм цілепокладання норм адміністративного права сприяє досягненню загальнодержавних цілей, посиленню національної безпеки, виконанню Україною своїх внутрішніх і зовнішніх зобов’язань у сфері оборони. Важливими є такі показники, як рівень узгодженості мобілізаційних заходів із пріоритетами державної політики безпеки, здатність забезпечити обороноздатність держави навіть у кризових умовах; та інші критерії (наприклад, ідеологічні).
