Proposals for Improving the Military Training of Citizens of Ukraine

Abstract

The article analyzes the system of military training for citizens of Ukraine from a historical perspective with the aim of identifying ways to improve it, taking into account the experience and challenges of the war on Ukrainian territory, which was initiated by the Russian Federation. Considering the Law of Ukraine from March 25, 1992, No. 2232-XII “On Military Duty and Military Service,” the structure of training for citizens of Ukraine for military service is analyzed. A structural and functional model of general military training for citizens of Ukraine is developed, as well as a model of the state governance system for organizing the military training of Ukrainian citizens. The article also analyzes the main shortcomings and ways to improve the quality of military training for citizens of Ukraine, and provides proposals for enhancing the regulatory and legal framework on this issue. It is also concluded that the preparation of citizens of Ukraine for military service is actively transforming in accordance with the principles and best practices of foreign countries. Specifically: a system of recruitment centers is being established, an electronic platform for accounting and notification of those subject to military service is being set up, and legislative foundations for new approaches to mobilization and general military training are being laid. Introduction. Amid the military aggression of the Russian Federation against Ukraine and the increasing efforts of the aggressor to further seize the territory of our state, the issue of involving prepared mobilization resources for the staffing of the Armed Forces of Ukraine has become critical. The quality of military training for citizens of Ukraine plays a primary role in this process, which is currently gaining new momentum, also linked to significant changes in the domestic legislative framework and the experience of conducting combat operations. Purpose. Justification of approaches to developing a structural-functional model of military training for citizens of Ukraine. Methods. Systematic approach, system analysis, induction and deduction, comparison, classification, generalization and systematization, modeling. Result. The article develops a model of general military training for citizens of Ukraine based on the application of modern theoretical methods of scientific research, utilizing the main principles of structural-functional modeling, as well as a model of the state management system for organizing military training for citizens of Ukraine. It also analyzes the key shortcomings and ways to improve the quality of military training for citizens of Ukraine, and provides proposals for enhancing the regulatory and legal framework related to this issue. Originality. A study was conducted for the first time on the formation of the system of military training for citizens of Ukraine during the Soviet period and in the times of independence, with the aim of identifying ways to improve it in light of the experiences and challenges posed by the full-scale war in Ukraine. The definition of the military training system for citizens of Ukraine is provided as & apos; a complex of mandatory measures carried out by state authorities for citizens of draft age and those eligible for conscription, aimed at teaching the basics of military service, as well as for military personnel to enhance their knowledge, skills, and competencies in military-technical and other specialties for performing military service or during their time in reserve, both in peacetime and during the enforcement of martial law.& apos. Conclusion. An important condition for the effective preparation of citizens for military service is the development of all institutions that accumulate the necessary scientific, material, pedagogical, and human resources, among others. У статті проведено аналіз системи військової підготовки громадян України в історичній ретроспективі з метою визначення шляхів її удосконалення з урахуванням досвіду та викликів війни на території України, яку розв’язала російська федерація. З врахуванням положень Закону України від 25 березня 1992 року 2232-XII «Про військових обов’язок та військову службу» проаналізовано структуру підготовки громадян України до військової служби. Розроблено структурно-функціональну модель загальновійськової підготовки громадян України та модель системи державного управління з організації військової підготовки громадян України. У статті проаналізовано основні недоліки та шляхи підвищення якості військової підготовки громадян України, надані пропозиції щодо удосконалення нормативно-правової бази з зазначеної проблематики. Зроблено висновок, що підготовка громадян України до військової служби трансформується з урахуванням принципів та найкращих практик зарубіжних країн.
