THE ISSUES OF SOCIAL POLICY FROM TECHNOLOGICAL SINGULARITY PERSPECTIVE

Abstract

The aim of the article is to substantiate the issues of social policy formation for society development under the conditions of technological singularity, when anthropogenic environment and artificial intellect are developing more rapidly than natural and social environment. The current phase of technological progress is analyzed. The conflict between the concept of business social responsibility and innovative technological development on its way to technological singularity is revealed. The issues of social policy formation under the influence of technological progress are outlined. The transition from social policy of the development towards evolutionary one is offered. The specific policy aimed at the integration into social matrix of artificial intellect is highlighted. Better use of the concept of social age instead of physical age under the conditions of ageing process liquidation is provided with arguments

У статті досліджується питання формування соціальної політики в умовах процесу технологічної сингулярності. Проаналізовано сучасний етап розвитку технологій. Виявлено протиріччя між технологічним розвитком та концепцією соціальної відповідальності бізнесу. Окреслено проблеми формування соціальної політики під впливом технологічного прогресу. Запропоновано перехід від соціальної до еволюційної політики. Запропоновано формування політики адаптації штучного інтелекту у соціальну матрицю, а також політики, спрямованої на «соціальний вік» замість «фізичного віку» людини.
