Information and communication competence of tactical level officers: concept, content and structure

Abstract

Introduction. Today, the importance of specialists' information culture in enhancing their competitiveness in the job market is increasing, with the military sphere being no exception. There is a notable emphasis on the necessity of cultivating and fostering information and communication competence among tactical-level officers in their military and professional endeavors. Purpose of this article is to analyze, systematize and specify the definition of the information and communication competence the tactical management level officers and clarify its structure and content in the context of competence and subject-activity methodological approaches to its development in the system professional development. Methods. Foreign and Ukrainian researchers scientific works analysis on a given problem, systematic analysis and synthesis, generalization of scientific literature, classification, specification of key scientific provisions, modern methodological approaches to scientists' understanding of the concept of " information and communication competence". Results. The analysis, generalization and specification of modern methodological approaches to scientists’ understanding of the concept of «information and communication competence» were carried out. The diversity of modern researchers regarding views it is taken into account, on the basis of which the author's definition of information and communication competence of tactical management level officers» is proposed. The main attention is paid not only to the concept of «information and communication competence», but also to its content and structure, which are presented by modern Ukrainian scientists, and also the own structure of information and communication tactical management level officers. Originality. This article proves that information and communication competence acquires importance in conditions of continuation russian-Ukrainian war and using the means information and communication technologies. The importance of mastering by an officer of the information and communication competence as a subject of military-professional activity in the modern information society is emphasized, since with the active introduction of information technologies into the military sphere, the need to contextually develop and improve it also increases. The author's definition of the term "information and communication competence" is provided, its structure and content are substantiated, which can be applied in the future during the implementation of the model for the development of this type of competence among officers. Conclusion. It was found that scientists have different approaches to the definition of the concepts «competence», «specialist information and communication competence» and their structure and content. The information and communication competence structure of officers, which contains value-motivational, cognitive, information-technological, communication, individual-psychological and subject components, is substantiated.

В статті обґрунтовано важливість опанування офіцером інформаційно-комунікаційною компетентністю (далі – ІКК) як суб’єкта військово-професійної діяльності в сучасному інформаційному суспільстві, оскільки з активним упровадженням інформаційних технологій у військову сферу зростає і виникає гостра потреба її контекстного розвитку та вдосконалення. ІКК офіцера – це його професійно важливе психічне утворення, що характеризує теоретичну та практичну підготовленість, здатність і готовність як суб’єкта тактичної ланки військового управління аналізувати та оцінювати інформаційний простір із творчим використанням сучасних засобів ІКТ, успішну комунікацію під час реалізації посадових компетенцій, критичне ставлення до відомостей, оброблення, передачу, обмін, зберігання інформації, формування ціннісного ставлення до її опрацювання та використання набутих знань, навичок і вмінь та роботи з нею у процесі військово-професійної діяльності, що відбувається з інформаційними ресурсами у військово-професійному середовищі.
