INVESTMENT FACTOR OF SMALL AND MEDIUM ENTERPRISE DEVELOPMENT AT REGIONAL LEVEL

Abstract

One of the priority areas of market reforms in Ukraine is the implementation of an effective investment policy and the formation of an attractive regional investment climate. Efficient use of investments and corresponding growth of production potential of small forms of entrepreneurship should become the goal of regional policy in Ukraine. Modern investment policy does not meet the strategic interests of the state. The state does not encourage optimally reliable sources of investment, therefore, at the regional level and now, seeking, albeit slowly, to intensify investment activity, it faces opposition from its own political and economic forces. According to the defined vector of regional development realization, there is a rational use of the existing investment attractiveness, in particular through stimulating the activity of the small and medium business sector, socio-economic and resource potential in order to ensure an increase in the level of economic indicators and quality of life of the population as a whole. At the same time, in order to improve the system of regional management of the processes of implementation of this strategy, research and substantiation of the main advantages, existing and possible threats of investment regional development is extremely relevant. In fact, the investment attractiveness of any country or region is based on two components: investment potential and investment risk. Investment potential of the region is determined by the main macroeconomic characteristics, territory saturation by factors of production (raw material, labor, financial), size and dynamics of consumer demand of the population, etc. The level of investment risk reflects the likelihood of loss of investment or income from them. In this or that region, this risk is determined by the general economic (trends in the economic development of the region), financial and monetary (the degree of balance of the regional budget or enterprises' finances), political (distribution of political sympathies of the population by the results of the last parliamentary elections, the legitimacy of local authorities), legislative, social (level of social tension), environmental, criminal and other factors. Particular attention is paid to the forms of financial support and sources of investment resources. The experience of regional regulation of small and medium entrepreneurship in Ukraine is analyzed and the main directions of economic stimulation of economic activity in the EU countries are considered. The peculiarities of formation of investment attractiveness and influence on this process of small and medium business are highlighted. The level of investment attractiveness is determined by the ratio of investment risk and investment potential, that is, in view of the current status and prospects for future development of the region, the risks associated with investing in the region.

В статье рассмотрены проблемы инвестиционного обеспечения малого и среднего предпринимательства на региональном уровне. Особое внимание уделено формам финансового обеспечения и источникам инвестиционных ресурсов. Исследовано оптимальные пути привлечения инвестиционного капитала. Проанализирован опыт регионального регулирования малого и среднего предпринимательства в Украине и рассмотрены основные направления экономического стимулирования экономической активности в странах ЕС. Выделены особенности формирования инвестиционной привлекательности и влияние на этот процесс малого и среднего предпринимательства.

У статті розглянуто проблеми інвестиційного забезпечення малого та середнього підприємництва на регіональному рівні. Особливу увагу приділено формам фінансового забезпечення та джерелам інвестиційних ресурсів. Досліджено оптимальні шляхи залучення інвестиційного капіталу. Проаналізовано досвід регіонального регулювання малого та середнього підприємництва в Україні та розглянуто основні напрями економічного стимулювання економічної активності в країнах ЄС. Виділено особливості формування інвестиційної привабливості та вплив на цей процес малого та середнього підприємництва.
