It was established that the COVID-19 pandemic, which led to the disruption of established economic processes, and the subsequent war, which practically covered the territory of the entire country, led to catastrophic consequences and completely destabilized the work of both individual business entities and entire regions. It was found out that enterprises that managed to maintain their own capacities and volumes of work faced new problems related to the impossibility of exporting their own products. In the aspect of forming the infrastructural basis for the implementation of innovative changes at the level of territories, the expediency of revising the management tools of transport infrastructure modernization processes has been proven. The problems of the development of business entities at the level of territories were studied. The critically important role of transport in ensuring the national security of society was established, which was clearly confirmed at the beginning of the war, when it was thanks to the efficient operation of transport that it was possible to ensure the evacuation of the population and the relocation of enterprises from dangerous regions. An approach to the management of the modernization of transport infrastructure objects as the basis of infrastructural support for the innovative development of territories has been developed, which takes into account the prerequisites for the implementation of innovative transformations and reveals progressive tools in the direction of improving the mechanisms of state participation in stimulating innovative technological processes, improving the organizational and management principles of the development and implementation of projects innovative modernization, expansion of engagement tools and sources of funding for innovative modernization projects.

Пандемія COVID-19 і надалі війна призвели до катастрофічних наслідків і повністю дестабілізували роботу як окремих бізнес-суб’єктів, так і регіонів в цілому. З’ясовано, що підприємства, яким вдалося зберегти власні потужності та обсяги роботи, зіткнулися з новими проблемами, пов’язаними з неможливістю експортувати власну продукцію. В аспекті формування інфраструктурного базису реалізації інноваційних змін на рівні територій доведено доцільність перегляду інструментів управління процесами модернізації транспортної інфраструктури. Розроблено підхід до управління процесами модернізації об’єктів транспортної інфраструктури як основи інфраструктурного забезпечення інноваційного розвитку територій, який враховує передумови реалізації інноваційних перетворень і розкриває прогресивні інструменти залучення держави інноваційних технологічних процесів, удосконалення організаційно-управлінських засад розроблення та реалізації проєктів інноваційної модернізації, розширення інструментів залучення та джерел фінансування проєктів інноваційної модернізації.
