The article provides a comprehensive analysis of the international legal foundations of cooperation between Ukraine and the European Police Office (Europol), which is the key agency of the European Union in ensuring security and effectively combating transnational crimes. It examines the position and role of the National Europol Central Unit in Ukraine within the modern national law enforcement system. Furthermore, the article examines the provisions of the main international legal documents that regulate the interaction between Ukraine and Europol. The focus is on key international agreements, memoranda of understanding, and other normative legal acts that establish the framework for cooperation. The analysis of these documents outlines both positive trends and existing challenges in legal regulation, particularly with regard to the adaptation of national legislation to international standards and requirements that are constantly evolving in response to new challenges. Special attention is paid to the mechanisms of interaction between Ukraine and Europol, examining both the structural and procedural aspects of cooperation. The article reveals the main instruments for the rapid exchange of information, in particular, the mechanisms for coordinating the activities of law enforcement agencies that enable an effective response to contemporary threats. A comparative analysis of procedural approaches, the use of advanced technologies, and the exchange of real-time information helps to identify the advantages of the existing system as well as to outline prospects for its improvement. In addition, issues related to the deepening and strengthening of international cooperation in the investigation of criminal offenses are also addressed. One component of the study is the examination of the role of the secure information exchange network application “SIENA,” which is one of Europol’s most advanced technological platforms for communication among law enforcement agencies. The use of SIENA not only ensures a high level of protection for the transmitted information but also facilitates the prompt exchange of data, which is a decisive factor in the fight against international crime. The technical and legal features of the application of this system in the context of international cooperation are discussed in detail. Thus, the comprehensive approach presented in the article not only outlines the historical and legal foundations of cooperation between Ukraine and Europol but also identifies the key mechanisms that ensure the prompt exchange of information and integration in the field of combating criminal offenses. The findings of the study indicate the need for continuous improvement of the normative legal framework, the expansion of the range of technological solutions employed, and the deepening of international cooperation, which in turn will contribute to the strengthening of law and order and the enhancement of security at both national and international levels. The conclusion is drawn that the integration processes between Ukraine and Europol are of strategic importance for modern society, as they create the prerequisites for effective interaction among law enforcement agencies, which is a key factor in countering global threats.

У статті здійснено всебічний аналіз міжнародно-правових основ співробітництва між Україною та Європейським поліцейським офісом, який є ключовою агенцією Європейського Союзу у забезпеченні безпеки та ефективній боротьбі з транснаціональною злочинністю. Досліджено місце та роль Національного центрального пункту Європолу в Україні у сучасній національній системі забезпечення правопорядку. Крім того, вивчено положення основних міжнародно-правових документів, які регламентують порядок взаємодії між Україною та Європолом. Увага зосереджена на ключових міжнародних угодах, меморандумах про взаємодію та інших нормативно-правових актах, що встановлюють рамки співпраці. Аналіз цих документів дозволяє окреслити як позитивні тенденції, так і існуючі проблеми в правовому регулюванні, зокрема, щодо адаптації національного законодавства до міжнародних стандартів та вимог, що постійно змінюються у відповідь на нові виклики. Особлива увага в статті приділяється механізмам взаємодії між Україною та Європолом, розглядаються як структурні, так і процедурні аспекти співпраці. Розкрито основні інструменти оперативного обміну інформацією, зокрема, механізми координації діяльності правоохоронних органів, що дозволяють ефективно реагувати на сучасні загрози. Порівняльний аналіз процедурних підходів, використання новітніх технологій та обмін оперативною інформацією дозволяють виявити переваги існуючої системи, а також окреслити перспективи її удосконалення. Крім того, окремою розглядаються питання поглиблення та посилення міжнародного співробітництва у межах розслідування кримінальних правопорушень. Одним із компонентів дослідження є розгляд ролі мережевого додатку безпечного обміну інформацією «SIENA», який є однією з найсучасніших технологічних платформ Європолу для зв’язку між правоохоронними структурами. Використання SIENA забезпечує не лише високий рівень захисту переданої інформації, але й сприяє оперативному обміну даними, що є вирішальним фактором у боротьбі з міжнародною злочинністю. Докладно розглянуто технічні та юридичні особливості застосування цієї системи в контексті міжнародного співробітництва. Таким чином, представлений у статті комплексний підхід дозволяє не лише окреслити історико-правові засади співробітництва між Україною та Європолом, а й виявити ключові механізми, що забезпечують оперативний обмін інформацією та інтеграцію у сфері боротьби з кримінальними правопорушеннями. Результати дослідження свідчать про необхідність постійного удосконалення нормативно-правової бази, розширення спектру застосовуваних технологічних рішень та поглиблення міжнародної співпраці, що в свою чергу сприятиме зміцненню правопорядку та підвищенню рівня безпеки як на національному, так і на міжнародному рівнях. Зроблено висновок, що інтеграційні процеси між Україною та Європолом мають стратегічне значення для сучасного суспільства, адже вони створюють передумови для ефективної взаємодії правоохоронних органів, що є ключовим чинником у протидії глобальним загрозам.
