The article is devoted to the exposure of factors of providing of development of local budgets in Ukraine in the conditions of decentralization. The implementation of reforms aimed at transforming the system of interbudgetary relations, among its results should include not only the achievement of an optimal structure for the delineation of power and functional responsibility in the system of budgetary relations, but also the formation of appropriate organizational and economic mechanisms and regulatory frameworks for the development of the budgetary sphere, increasing the financial the potential and directions of development of local budgets as the basis for ensuring the fulfillment by local self-government bodies of their duties. The processes of formation and development of local budgets require adherence to the sequence of actions and interdependencies between the components, factors of building an effective whole-oriented system for the implementation of active fiscal policy on the ground in order to achieve the development of territorial entities.

Статтю присвячено виявленню факторів забезпечення розвитку місцевих бюджетів України в умовах децентралізації. Реалізація реформ, направлених на трансформацію системи міжбюджетних відносин, серед своїх результатів має налічувати не лише досягнення оптимальної структури розмежування владних повноважень та функціональної відповідальності в системі бюджетних взаємовідносин, але й формування відповідних організаційно-економічних механізмів та нормативно-правових засад розвитку бюджетної сфери, нарощення фінансового потенціалу та напрямів розвитку місцевих бюджетів як основи забезпечення виконання місцевими органами самоврядування покладених на них обов’язків. Процеси формування та розвитку місцевих бюджетів вимагають дотримання послідовності дій та взаємозалежностей між компонентами, факторами та чинниками побудови ефективної ціле орієнтованої системи реалізації активної фіскальної політики на місцях з метою досягнення розвитку територіальних утворень.
