L’article décrit les pré-requis historiques pour l’émergence de la ville de Pichpek-Frunze-Bichkek, et ses principales étapes de développement, la formation de l’aspect architectural et du développement urbain de la ville, les problèmes de fonctionnement et de développement urbain de la ville dans une économie de marché, reflètent les conditions préalables objectives d’un développement urbain durable de la ville, le potentiel scientifique et créatif dans l’organisation d’un système d’élaboration d’une politique de développement durable de la ville, l’élaboration et la mise en œuvre de projets de développement urbain.

The article describes the historical prerequisites for the emergence of the city of Pishpek-Frunze-Bishkek and its main stages of development, the formation of the architectural appearance and urban development of the city, the problems of functioning and urban development of the city in a market economy, reflect objective prerequisites for sustainable urban development of the city, scientific and creative potential in organizing a system for developing a policy for sustainable development of the city, development and implementation of urban development projects.

В статье описываются исторические предпосылки возникновения города Пишпек – Фрунзе и его основные этапы развития, формирование архитектурного облика и градостроительное развитие города Фрунзе, проблемы функционирования и развития г.Бишкек в условиях рыночной экономики; отражены объективные предпосылки для устойчивого градостроительного развития г.Бишкек, научно-творческий потенциал в организации системы выработки политики устойчивого развития г.Бишкек, разработка и реализация градостроительных проектов.
