Abstract

В работе исследуется вопрос об экономических потерях университетов РФ от отмены договоров, заключенных через систему государственных закупок. Для сбора статистической информации используется автоматизированная система научных исследований в экономике, разработанная на основе технологии RPA (Robotic Process Automation). Поиск информации в большой базе данных системы государственных закупок осуществляется с помощью интеллектуального программного робота. В работе приводится пример анализа данных об отмененных договорах для трех университетов: Московского государственного университета, Санкт-Петербургского политехнического университета имени Петра Великого и Севастопольского государственного университета. Для оценки потерь от отмены договоров предлагается использовать методы анализа упущенной выгоды и статистического анализа. Упущенная выгода оценивается на основании возможного депозитного дохода, который можно было бы получить, если бы запланированные на договор средства были положены в банк. Вводится понятие удельной упущенной выгоды на один отмененный договор. С помощью статистического анализа показано, что, несмотря на разный масштаб исследуемых университетов, удельная упущенная выгода для всех рассмотренных университетов имеет тенденцию к уменьшению со временем.

This paper examines the issue of economic losses incurred by Russian universities due to the cancellation of contracts made through the state procurement system. To gather statistical information, an automated system for economic research based on Robotic Process Automation (RPA) technology is utilized. Information retrieval from the extensive database of the state procurement system is performed using an intelligent software robot. The study provides an analysis of data on canceled contracts for three universities: Moscow State University, Peter the Great St. Petersburg Polytechnic University, and Sevastopol State University. To assess the losses from contract cancellations, methods of opportunity cost analysis and statistical analysis are proposed. The opportunity cost is evaluated based on the potential deposit income that could have been obtained if the planned contract funds were deposited in a bank. The concept of speci c opportunity cost per canceled contract is introduced. Statistical analysis demonstrates that despite the varying scale of the examined universities, the speci c opportunity cost for all the universities tends to decrease over time.
