Intervention in National and Private Cyber Space and International Law

Abstract
In international law discourse on cyber attacks, there has been much focus on the threshold for the use of force. Cyber attacks or intrusions which do not reach the threshold of the use of force have been held to be unproblematic. However, such intrusions -- including many measures amounting to cyber espionage or counter-terrorism -- will often constitute illegal interventions into the sovereignty of another state, or constitute violations of human rights.Unfortunately, states have not been very helpful in clarifying these issues.
