Abstract

Bencana alam di Indonesia memiliki intensitas yang tinggi dalam beberapa tahun belakangan ini, terutama pada rentang tahun 2015 – 2018. Indonesia memang memiliki pengalaman yang cukup dalam penanggulangan bencana, namun Indonesia memiliki frekuensi jumlah bencana yang tinggi sehingga seringkali pemerintahan Indonesia kewalahan dalam menghadapi banyaknya bencana yang terjadi di Indonesia. Buruknya sistem pengalokasian dana oleh pemerintah pusat kepada pemerintah daerah mengakibatkan banyaknya daerah di Indonesia kesulitan dalam bertahan menghadapi bencana yang melanda daerah di Indonesia. Menanggapi kasus ini, AHA Center ikut serta membantu Indonesia menghadapi situasi krisis bencana dengan peranan sebagai regional disaster governance di kawasan Asia Tenggara. Tujuan dari penelitian ini adalah untuk mendeskripsikan upaya yang dilakukan oleh AHA Center dalam menghadapi bencana yang terjadi di Indonesia pada rentang waktu dari tahun 2015-2018. Penelitian ini mencoba menjawab menggunakan konsep regional governance yang dikembangkan oleh Dietrich Furst, konsep disaster risk governance yang dikembangkan oleh Jonathan Lassa, serta konsep utama dalam menganalis upaya dari AHA Center yaitu konsep management disaster yang dikembangkan oleh W. Nick Carter. Penelitian ini dijawab dengan metode pendekatan kualitatif dan jenis penelitian yang deskriptif, sehingga ditemukan bahwasanya AHA Center selaku regional disaster governance melakukan tiga upaya dalam menghadapi bencana yang terjadi di Indonesia di antaranya adalah; monitoring, preperedness and response, dan recovery. Hasil penelitian ini menunjukkan bahwa upaya recovery memberikan dampak yang sangat membantu Indonesia dalam penanggulangan bencana, serta juga mendapat AHA Center sebagai regional disaster governance memberika dampak nyata dalam upaya mereka menanggulangi bencana.
