Abstract

Democracy deliberately changes government policy through argumentative discussion. The characteristics of deliberative democracy have instrumental and intrinsic value. The instrumental value of deliberative democracy enables it to better solve the problems of modern governance, while its intrinsic value enables it to produce citizens who are better and more capable in supporting politics. The Natural Minangkabau Natural Density Institute (LKAAM) Solok City is an institution that helps the Solok City government in formulating public policies through argumentative discussions. This research describes how the implementation of deliberative democratic principles of the Minangkabau people and seek the correlation with political efficacy. This research uses mixed methods of qualitative and quantitative. The goal is to be able to receive data that discusses the object being discussed. Both of these methods discuss about being equal because there is nothing dominant between the two. Qualitatively related to see the phenomena of the process of implementing deliberative democracy and quantitative to see the relationship of political efficacy with the implementation of the principle of deliberative democracy. The process of implementing the principles of deliberative democracy LKAAM Solok City represents indigenous peoples who give authority to customary leaders to bridge the interests of the community with the government and vice versa. LKAAM Solok City also issued a criticism issued by the Solok City Government. The relationship between political efficacy and democratic commitment is non-existent and insignificant. This is done by the interaction variable with the other LKAAM not done by all members of the Solok City LKAAM. Chairperson and Deputy Chairperson only.
