Abstract

Esta investigación planteó como objetivo el análisis de las medidas de prevención y mitigación adoptadas por una empresa productora de bebidas de Salta en el contexto de COVID-19, según el marco legal y recomendaciones prescritas en el período 2020 inmediatamente después de declarada la pandemia. Por tanto, se procedió a indagar e integrar las normas y recomendaciones respectivas; describir las acciones de prevención y mitigación que la empresa ha implementado y, finalmente, proponer otras posibles acciones que refuercen la integridad del trabajador y un ambiente laboral saludable y seguro. En el marco teórico se expusieron las respuestas a la Seguridad y Salud en el Trabajo (SST) a los efectos de la prevención y mitigación del COVID-19 en el período indicado, esto es, la inédita y profusa normatividad y recomendaciones al nuevo coronavirus provenientes de organismos internacionales, del Estado nacional, provincial y las específicas para el sector alimentos. Se advierte que las normas y recomendaciones fueron actualizándose permanentemente hasta la fecha de corte de este trabajo de investigación y aquí se analizan las correspondientes a los primeros meses de 2020, por tanto, es un trabajo dinámico que se investigó mientras sucedía el fenómeno. La investigación fue de corte cualitativo, exploratoria descriptiva. Se recolectó y ordenó la documentación contenida en normas y recomendaciones -fuentes secundarias- y se trabajó con datos empíricos o de campo que otorgaron los mismos sujetos indagados en cuestionarios - fuente primaria- enviados utilizando herramientas de internet. Hasta diciembre de 2021 no se ha permito a la investigadora ingresar a la planta embotelladora. Se concluyó que la empresa objeto de estudio ha implementado acciones de prevención y mitigación conforme las normas y recomendaciones establecidas en el contexto de pandemia. Asimismo, se propusieron acciones de medidas de examen y seguimiento a través de la utilización en la empresa de un plan de implementación de control de peligros, con la colaboración de un equipo específico de SST, trabajadores y responsables de los Recursos Humanos (RRHH) de la empresa que, se consideró, posibilitará identificar futuros riesgos asociados con los desplazamientos al lugar de trabajo y durante la jornada laboral. This research aimed to analyze the prevention and mitigation measures adopted by a beverage company in Salta in the context of COVID-19, according to the legal framework and recommendations prescribed in the 2020 period immediately after the pandemic was declared. Therefore, we proceeded to investigate and integrate the respective standards and recommendations; describe the prevention and mitigation actions that the company has implemented and, finally, propose other possible actions that reinforce the integrity of the worker and a healthy and safe work environment. In the theoretical framework, the responses to Occupational Safety and Health (OSH) were exposed for the purposes of the prevention and mitigation of COVID-19 in the indicated period, that is, the unprecedented and profuse regulations and recommendations to the new coronavirus from of international organizations, of the national, provincial State and those specific to the food sector. It is noted that the standards and recommendations were permanently updated until the cut-off date of this research work and those corresponding to the first months of 2020 are analyzed here, therefore, it is a dynamic work that was investigated while the phenomenon was happening. The research was qualitative, exploratory descriptive. The documentation contained in standards and recommendations -secondary sources- was collected and demonstrated, and we worked with empirical or field data provided by the same subjects inquired in questionnaires - primary source- sent using internet tools. Until December 2021, the researcher has not been allowed to enter the bottling plant. It was concluded that the company under study has implemented prevention and mitigation actions in accordance with the regulations and recommendations established in the context of the pandemic. Likewise, actions of examination and follow-up measures were proposed through the use in the company of a hazard control implementation plan, with the collaboration of a specific OSH team, workers and Human Resources (HR) managers. the company that, it will be possible, will be able to identify future risks associated with commuting to the workplace and during the working day.
