Модель оценки общественной эффективности крупномасштабных инвестиционных проектов: дерево целей и коэффициенты относительной важности

Abstract

Приведены результаты сравнительной оценки эффективности крупномасштабных железнодорожных проектов. Высокая неопределенность по таким проектам требует адекватных методов оценки. Предлагается методология, которая учитывает не только сценарии развития внешней среды, но и «масштабность» проекта, оказывающая влияние и на сами сценарии. В результате работы с группой экспертов удалось получить приоритеты развития каждого проекта: ж.-д. перехода на о. Сахалин, Приполярной и Ленско-Камчатской магистралей.
