Концепции неокорпоративистского дискурса как проблема политической науки и практики

Abstract

Рассматриваются теоретические вопросы неокорпоративизма, получившего развитие в последней четверти ХХ века. Проанализирована концепция корпоративной демократии. Охарактеризованы особенности её реализации в политике. Уделяется внимание вопросам соотнесения ценностей концепции корпоративной демократии и концепции либерализма. Определены ценностные характеристики концепции корпоративной демократии в сопоставлении с другими концепциями демократии: плюралистической, элитистской, партиципаторной, консоциальной. Автор констатирует близость концепции корпоративной демократии и концепции плюралистической демократии, приходит к выводу, что корпоративизм фактически можно трактовать как «ограниченный плюрализм». Отмечается, что главный принцип элитизма – делегирование индивидуальных полномочий элите – вполне приемлем и для корпоративных практик. Подчеркивается, что предусмотренное партиципаторной моделью демократии условие открытости информационной системы в ситуациях участия граждан в обсуждении и принятии общественно значимых решений находится под влиянием такого фактора, как контроль со стороны корпораций. Средняя корреляция между корпоративизмом и концепцией консоциальной демократии подтверждается имеющимися на сегодняшний день исследованиями. В статье рассматривается также концепция корпоративной социальной ответственности, которая вместе с концепцией корпоративной демократии призвана способствовать ответственности корпораций за демократическое развитие и социально-экономическое благополучие общества

The theoretical questions of the neo-corporatism which has developed in the last quarter of the XX century are covered. The concept of corporate democracy is analyzed. The features of its realization in policy are characterized. The attention is paid to the questions of values correlation of the corporate democracy concept and the liberalism concept. Value characteristics of the corporate democracy concept are defined in comparison to the other democracy concepts: pluralistic, elitist, participatory, consociational. The author states the proximity of the corporate democracy concept and the pluralistic democracy concept, comes to a conclusion that the corporatism can actually be interpreted as «limited pluralism». It is noted that the main principle of elitism – delegating the individual powers to elite – is quite acceptable for corporate practices. It is emphasized that the condition of information system openness in situations of citizens participation in discussing and making the decisions of social significance, provided by participatory democracy model, is influenced by such factor as corporations’ control. The average correlation between corporatism and the consociational democracy concept is confirmed by researches available today. In the article the corporate social responsibility concept which together with the corporate democracy concept must promote responsibility of corporations for democratic development and social and economic prosperity of society is also considered
