Abstract

Os governadores brasileiros têm fortes poderes institucionais e possuem recursos consideráveis para formar e sustentar coalizões parlamentares. Sabe-se pouco, no entanto, sobre o modo como se dá a organização do processo legislativo nos estados, e isso tem claras implicações para os custos de transação a serem arcados pelos governadores. Este artigo analisa a organização do processo orçamentário nas Assembleias Legislativas estaduais, bem como a liberdade para emendar o orçamento que os deputados estaduais possuem. O processo orçamentário no nível federal brasileiro é usado como base de comparação. Descobriu-se que metade dos estados tem processo orçamentário tão centralizado quanto no nível federal. Cinco estados são mais centralizados e oito, menos centralizados. Quanto à liberdade de emendamento parlamentar ao orçamento, quinze estados elencam poucas restrições substantivas ao emendamento orçamentário quando comparados ao nível federal. Essas diferenças possuem claras implicações tanto para a análise da política fiscal dos estados quanto para estudos sobre formação e manutenção de coalizões estaduais.PALAVRAS-CHAVE: Processo orçamentário, Assembleias Legislativas, governadores, Legislativo, coalizões estaduais. ABSTRACT Brazilian governors are usually deemed institutionally strong and holders of significant political resources that help form and maintain legislative coalitions in the state assemblies. It is not yet clear, however, the extent to which governors need to bargain and negotiate in the assemblies. Legislative organization is clearly one of the factors that help explain how costly these transactions are. This essay analyzes how the budget process in Brazilian State Assemblies is organized. The main findings are that most assemblies are as centralized as at the federal level and that state deputies are, at least legally, in a better position to amend the budget than their counterparts at the federal level. This has clear implications for the political economy of Brazilian states and coalition management at the subnational level.KEYWORDS: Budget process, Brazilian State Assemblies, governors, Legislative organization, coalition management.
