Abstract

В работе предпринята попытка рассмотреть появление в административно-территориальном делении БССР в конце 1930-х гг. областного звена как следствие стремления высшего партийно-советского руководства СССР создать систему местных органов власти, отвечавшую задачам предвоенного периода социалистического переустройства общества и сложившейся централизованной системе управления. Дан анализ цели и задач, которые решались при организации областей в БССР, показаны процессы их формирования, нормативное определение функций и материально-финансовых источников функционирования областных органов власти и управления, роль этих органов в системе государственной власти. Результаты исследования могут быть полезны для изучения вопросов формирования и функционирования системы местных органов власти и управления в БССР. This article attempts to examine the emergence of the administrative and territorial division of the BSSR in the late 1930th the provincial level as a consequence of the desire of the highest party and Soviet leadership of the USSR to establish a system of local government. This system should respond to the pre-war period of the socialistic transformation of society and the existing centralized management system. The analysis of the purpose and objectives that were solved in the organization of provinces in BSSR, showing the processes of their formation, the normative definition of the functions and sources of material and financial functioning of the regional authorities and management, the role of these bodies in the government. The results of research may be useful to examine the issues of formation and functioning of the system of local governments in the BSSR.
