Abstract

Анализируется опыт борьбы с должностными преступлениями в Гомельской губернии с 1919 по 1926 г., которая в первое десятилетие советской власти носила типично «кампанейский» и классовый характер. Наибольшее распространение в губернии получили хищения, взяточничество, спекуляция, посредничество, дискредитация власти. Руководством губернии должностные преступления рассматривались не как явление системное, присущее любому государству, а как временное, связанное с начальным этапом строительства нового общества. Использовались различные меры наказания – от воспитательных до расстрела. The experience of fight against malfeasances in the Gomel province 1919-1926 is analysed. In the first decade of Soviet power, the struggle was typically «campanian» and class character. The most widespread in the province were thefts, bribery, speculation, mediation, discrediting power. The leadership of the province considered official crimes not as a systematic phenomenon inherent in any state, but as a temporary one, connected with the initial stage of the construction of a new society. Various measures of punishment were used – from educational to execution.
