Reflection was received by achievements and shortcomings of agriculture of certain regions of area and simple workers. During the post-war period the Soviet Union rose before a food problem. The party management and the government of the country made the decision about increases in cultivated areas due to development virgin and laylands in the Trans-Ural region, in particular in Northern Kazakhstan. The virgin epic caused huge waves of migration to areas of development of new territories. For the solution of this task to North Kazakhstansuyu area there arrived tens of thousands of pervotselinnik. Except a raspashka of the new areas it was necessary to create the corresponding infrastructure: construction of housing, school and child care facilities, social and cultural life and culture enterprises.
