Abstract

The paper discusses the state of theory and practice of geological evaluation and value-based assessment for natural resource properties in Russia and abroad. It contains an overview of some peculiar features that arise during the technical specification of exploration design and value appraisal of oil-producing properties. It is contended that implementation of the national cadastral valuation system («assessment rolls») for natural resource properties can be achieved on the basis of the existing system for state certification of natural resource reserves. A specific design set-up for the cadastral assessment which is suggested provides for the involvement of both project designing bureaus and state authorities and would ensure a rational use of mineral wealth

В статье анализируются теория и практика геологической и стоимостной оценки месторождений полезных ископаемых в России и за рубежом. Указываются особенности, возникающие при проектировании и стоимостной оценке нефтяных месторождений. Обосновывается возможность перехода к кадастровой оценке месторождений на базе существующей системы утверждения запасов полезных ископаемых. Предлагается процедура проведения кадастровой оценки месторождений, предусматривающая участие проектных организаций и государственных органов и обеспечивающая рациональное использование богатств недр.
