МЕЖДУНАРОДНЫЕ ПРАВИЛА СОВЕРШЕНСТВОВАНИЯ РОССИЙСКОЙ СТАТИСТИКИ ГОСУДАРСТВЕННЫХ ФИНАНСОВ

Abstract

Анализируется практика составления и распространения данных статистики государственных финансов по основным группам международных и региональных организаций, а также субъектам предоставления на уровне конкретного государства. Обозначены основные проблемные аспекты работы Росстата по исследованию Организации экономического сотрудничества и развития за 2013 г. Рассмотрены перспективы развития российской статистики государственных финансов в соответствии с международными требованиями (покрытие, соответствие, интерпретируемость/наличие метаданных, своевременность/временной охват, передача данных и метаданных) и направления по их совершенствованию.

The article analyzes the practice of compiling and distributing statistics on public finance by the main groups of international and regional organizations and subjects providing statistical data at the level of a particular state. The author highlights main problems that the Russian Federal State Statistics Service encounters while working with the OECD research for 2013 and outlines development prospects for the Russian statistics of public finance in line with international requirements (coverage, compliance, interpretability/metadata requirements, timeliness, data and metadata transmission) as well as directions for their improvement.
