Исследование основных проблем развития морского транспорта России

Abstract

Russian government has been planning a wide range of arrangements for development and stimulation of Russian marine cargo fleet. Analysis of statistical data shows that the reduction of the quantity of the vessels under the Russian flag is covered by the increasing quantity of the fleet controlled by Russian companies, but being under “the flags of convenience”. Such situation indicates the presence of certain factors which encourage shipowners to act this way. Success of the program implemented by Russian Government as well as Russian merchant fleet future status depends on the early detection and elimination of such factors.

Правительством РФ запланированы масштабные меры по развитию и стимулированию морского торгового флота России. Анализ статистических данных показывает, что снижение числа судов под российским флагом компенсируется ростом флота, контролируемого российскими компаниями, но находящегося под «удобными флагами». Это говорит о наличии определенных причин, стимулирующих судовладельцев поступать таким образом. От своевременного выявления и устранения таких факторов зависит как успешность реализуемой Правительством РФ программы, так и состояние российского морского торгового флота в дальнейшем.
