Институциональные дефекты российского рынка труда как источник социальной угрозы

Abstract

В статье представлены результаты системного анализа институциональных дефектов современного российского рынка труда как источников социальной угрозы. Эти дефекты выражаются в институциональной неопределенности рынка труда, рассогласовании функционирования формальных и неформальных норм, использовании неправовых практик, несбалансированности спроса и предложения, ограниченной зоне государственного регулирования, несоблюдении общепризнанных мировых стандартов, ухудшении качества рабочей силы, «утечке умов», невысоком уровне территориальной мобильности, дискриминации участников рынка труда.

In article results of the system analysis of institutional defects of a modern Russian labour market as sources of social threat are presented. These defects are expressed in institutional uncertainty of a labour market, a mismatch of functioning of formal and informal norms, use of unlawful practices, imbalance of the supply and demand, a limited zone of state regulation, non-compliance with the conventional international standards, labour deterioration, "leakage of minds", low level of territorial mobility, discrimination of participants of a labour market.
