Анализ типологии регионов для целей построения политики устойчивого развития России

Abstract

This article analyzes the different approaches to the classification of regions according to certain criteria. When performing classification of regions for the purposes of sustainable development policies are encouraged to enter the following characteristics classification: ● the level and pace of economic development; ● the type of the territorial structure; ● the coefficient of population density; ● the population growth rate; ● the nature and ratio of production specialization and other. In the article the author analyzes the classification developed in the Council for study of productive forces (SOPS, Moscow) and offered by specialists of the Institute of Economics and organization of industrial production (IE and OPP, Novosibirsk). It is revealed that one of the directions of development of the region at the present time, due to the rapid occurrence of regions in the market, we propose a new classification criterion, namely, the market capacity of a territory. It is known that the volume of the market is inextricably linked with the degree of specialization of social labour, i.e. the division of labour. The deeper social division of labor, the stronger cooperation between enterprises of any territory, the deeper integration. Analysis of the problems of the crisis zones of Russia, the degree of differentiation of the level of socio-economic development of regions of Russia today points to the need for overcoming the centrifugal tendencies and reducing lag of the least developed regions below the national average. The goal of the state regional policy in these circumstances may be to encourage the potential competitive benefits of even the most backward regions of the Russian Federation, which can become a basis for output to a new level of development.

В настоящей статье проведен анализ различных подходов к классификации регионов по определенным признакам. При проведении классификации регионов для целей построения политики устойчивого развития предлагается ввести следующие признаки классификации: ● уровень и темпы экономического развития; ● тип территориальной структуры; ● коэффициент плотности населения; ● темпы прироста населения; ● характер и коэффициент производственной специализации и др. В статье автором проанализированы классификации, разработанная в Совете по изучению производительных сил (СОПС, Москва) и предложенная специалистами Института экономики и организации промышленного производства (ИЭ и ОПП, Новосибирск). Выявлено, что одним из направлений развития региона в настоящее время, в связи с быстрым вхождением регионов в рынок, предлагается новый критерий классификации, а именно, емкость рынка какой-либо территории. Известно, что объем рынка неразрывно связан со степенью специализации общественного труда, т.е. разделением труда. Чем глубже общественное разделение труда, тем сильнее кооперационные связи между предприятиями какой-либо территории, тем глубже интеграция. Анализ проблем кризисных поясов России, степень дифференциации уровня социально-экономического развития регионов России сегодня указывает на необходимость преодоление центробежных тенденций и сокращение отставания наименее развитых регионов от среднероссийского уровня. Целью государственной региональной политики в этих условиях может быть стимулирование потенциальных конкурентных преимуществ даже наиболее отсталых регионов РФ, которые могут стать основой для вывода на новый уровень развития.
