Abstract

The main mechanisms of professional socialization of municipal employees are presented in article, the factors rendering both negative, and positive influence on process of professional socialization are revealed and also basic elements and subjects of system of professional socialization of municipal employees are allocated. Are referred imitation to the main mechanisms of this process by the author as development of the social roles through reproduction of features of behavior of significant another, assimilation of professional norms in interaction of individuals and social adaptation. In article the emphasis that when studying professional group of municipal employees isn't enough to be guided only by the analysis of its quantitative and qualitative structure, on statistics is placed. Professional socialization has to be considered as the mnogoparametralny and sotsiyetalny phenomenon. The main reasons for differentiation of social and professional group of municipal employees are presented in article, factors, having positive and negative impact on process of their professional socialization are revealed. The special attention is paid to career development which is referred by the author of article to number of the most significant positive factors. Professional socialization of municipal employees as system the having set of the elements acting as independent subsystems is considered. It is proved that special the attention demands a subsystem "a vocational education of municipal employees" which includes the additional professional education of municipal employees which is an element of continuous professional education and a factor of their professional development. In the conclusion of article in the form of recommendations it is noted that professional, social and personal valuable installations of municipal employees, the accounting of professional and activity and professional and regulatory indicators throughout all office career demand essential changes.

В статье представлены основные механизмы профессиональной социализации муниципальных служащих, выявлены факторы, оказывающие как негативное, так и позитивное влияние на процесс профессиональной социализации, а также выделены основные элементы и субъекты системы профессиональной социализации муниципальных служащих. К основным механизмам данного процесса автором отнесены подражание как освоение своих социальных ролей через воспроизведение особенностей поведения «значимого другого», усвоение профессиональных норм во взаимодействии индивидов и социальная адаптация. В статье делается акцент на том, что при изучении профессиональной группы муниципальных служащих недостаточно опираться только на анализ ее количественного и качественного состава, на статистические показатели. Профессиональная социализация должна быть рассмотрена как многопараметральное и социетальное явление. В статье представлены основные причины дифференцированности социально-профессиональной группы муниципальных служащих, выявлены факторы, оказывающие позитивное и негативное влияние на процесс их профессиональной социализации. Особое внимание уделено карьерному росту, который отнесен автором статьи к числу наиболее значимых позитивных факторов. Рассмотрена профессиональная социализация муниципальных служащих как система, имеющая совокупность элементов, выступающих в качестве самостоятельных подсистем. Обосновано, что особого внимания требует подсистема «профессиональное обучение муниципальных служащих», которая включает дополнительное профессиональное образование муниципальных служащих, являющееся элементом непрерывного профессионального образования и фактором их профессионального развития. В заключение статьи в форме рекомендаций отмечено, что требуют существенных изменений профессиональные, социальные и личные ценностные установки муниципальных служащих, учет профессиональнодеятельностного и профессионально-регулятивного показателей на протяжении всей служебной карьеры.
